Preparation
  1. Steam the broccoli florets until tender-crisp, then set aside. This usually takes about 5-7 minutes.
Cooking the Soup Base
  1. In a large pot or Dutch oven, melt the butter over medium heat. Sauté the diced onion and grated carrot for about 5 minutes until softened.
  2. Add the minced garlic and cook for another minute until fragrant. Stir in the all-purpose flour and cook for 1-2 minutes, constantly stirring to create a roux.
Simmering and Finishing
  1. Gradually whisk in the chicken broth and milk until no lumps remain. Bring the mixture to a simmer, then reduce heat and cook for 10-15 minutes, or until slightly thickened.
  2. Stir in the heavy cream, shredded cheddar cheese, Dijon mustard, salt, and black pepper. Continue to stir until the cheese is completely melted and the soup is smooth.
